All that is really good, but to be really effective the freeze on the income tax personal allowance also needs to be withdrawn and to offset that the income tax rate for over £150,000 needs to be increased by around 2%

In addition National Insurance should not be paid until the Living Wage is exceeded and there should be no upper earnings limit, so the rate of 12% should be continued to apply after what was the upper earning limit.

All this would further protect low earners.
