While I do welcome the introduction of mandatory training in Learning Disabilities and Autism and for the considerable work by Paula McGowan, Oliver McGowan’s mother, it should of the Care Act, because at that time the regulations were as much relevant, if nor more, than before COVID-19, not to have taken the death of Oliver and 4 years of campaigning by Paula for this to be done.
This just shows how much is lacking within the UK to bring Learning Disabilities and Autism information to the fore.
It also shows that the medical profession and many others should not discount advice and information being provided by the people who know an individual best, that being the individual and their immediate family.
With the Care Act 2014 this was supposed to strengthen the roles of the family in respect of persons in need of care, however, in practice this is only with regards to non-medical care as the health service are not governed by the Care Act 2014 regulations. Also at the start of the COVID-19 pandemic the Government rushed through Parliament legislation to temporary remove the authorities which were supposed to follow the Care Act regulations from the C are Act requirement to relieve them of the pressures of the Regulations at a time when all their efforts were to be on combating COVID-19. Thus making a mockery of the Regulations of the Care Act, at a time when the Regulations were as much relevant, if not more so.
I do hope this has not formed a precedent should other situations occur.

Lets hope Paula’s campaign is the start of change, not only in Bristol, but the whole UK.
